When our service dog puppies are in their jackets (working) they are not allowed to sniff around freely. However, we are allowed to give them permission to sniff even when they are “working.”

I will take her to parks where there’s no people or dogs to bother her. She knows when we walk in the middle of the street (in our neighborhood) ,she keeps her up and when we come to certain yards she can sniff.
